Who is this budget really for?

The budget for FY24 has an air of optimism in targets for growth and inflation but an undercurrent of reform simmers beneath the surface. The budget presented by Finance Minister AHM Mustafa Kamal on Thursday does not seem to recognise the economic crisis clearly enough. Nor does it provide a clear path forward. There were no obvious mechanisms to control surging prices. Today's proposed budget leaves us asking who is this budget really for?
